I get a cd from my teacher which says oracle 8i personnel edition . The program is in zip format. I extract it to my c drive and then try to install it on win 98 it give me a error saying that the program has performed a inlegall function and will be shut down , then i installed win 2000 operating system to see if that was a issue but on 2000 o/s it does not do any thing no error message no install either need help .

The O.U.I. Oracle Universal Installer does not work with version 8.1.7 on Pentium 4's. You did not list if this is what you have, but I will assume. To save your self time you should just download Oracle9i DB from the Oracle Web site. You should have no problem. Some new features in 9i but it will work the same as 8i. After you download go to:
http://otn.oracle.com/products/oracle9i/htdocs/9iobe/OBE9i-Public/
Installation guide.
Good Luck
