Is it possible to change the maximum lenght of an item at runtime? I can't find any on set_item_property.

Don't hassle too much with forms at runtime. It is very disturbing for users and very error-prone.
Maybe you'd better rethink your design.

Are you talking about the maximum length of the database field, the length of the item in the form, or the displayed length of the item?

maximum length of the database field or in my case, it's it's a non-database item. I found this link, but I don't know if I can apply this on oracle 5. http://forums.oracle.com/forums/message.jspa?messageID=1275531#1275531

I know that 'forms_ddl' exists in Forms 5 but I don't know whether it works in Oracle release 5. If you want it for a non-database field in Forms just make the item length equal to the maximum length supported. I think it is 64k minus 1 or 2, but it could be 32k - 1 or 2.
