I need an ODBC driver that will allow PL/SQL to read/write/upadte to Paradox tables. Any help appreciated.

An odbc driver itself won't do that. You have to install the ODBC driver on the Oracle server (PL/SQL is server side, unless we're talking forms/reports here), and create an HSODBC database link to the foreign datastore.
