I can't see anything particularly odd in the procedure, apart from the fact that the inner PL/SQL block is redundant. What are the descriptions of the tables ? Do they have any strange data types in them ?

There will be a trace file generated as a result of the ORA-600. You should have a look at that to determine if it contains any further information. If necessary, you can send it to Oracle support.

I don't know why it is failing, but this is what it should be
CREATE OR REPLACE PROCEDURE result_ballot IS
BEGIN

    INSERT INTO ballot_result
    SELECT ballot_dup.yr
          ,member_master.app_no
          ,ballot_dup.ldr_no
    FROM member_master
        ,ballot_dup
    WHERE member_master.leader_no = ballot_dup.ldr_no;

END;
