I currently have a databases that are set to an
AL32UTF8 character set. Some of the data that is being inserted into these
databases appear as żżżż. Is anyone else having this problem? If so, are
there any documentation, papers, etc that address this issue?

You can't see actual data in interfaces like Toad or any other tool unless you use language utilities. But if you dump the data into tab dilimited file. You can view the data properly.

First off, you'll have to check the charset of the data you're inserting, and if AL32UTF8 supports it.

Also how are you inserting it? JDBC, direct sql inserts etc?

select dump(field_name) from table_name would give you the ascii dump, and you'd know for sure whether the data is corrupted or if its just a display issue.

Incidentally, what language is it?
