how to add a listener to the nodeapps using the srvctl command ??

or even if it can be added using srvctl ??

just edit listener.ora on all concerned nodes and add entries ( the usual way).
srvctl will automatically make use of it.
For example

srvctl start database -d SAMPLE

will start database SAMPLE and its associated listener LSNR_SAMPLE.
