Hm. I usually download files from the Internet.

As I don't quite understand what this question has to do with SQL Experts part of the Oracle FAQ forum, would you be so kind to explain what you, actually, want to do?

I wonder if it's possible to get xml file from internet and write it on hard disc (or into database), by some oracle tool (procedure). I want to do it in stored procedure.

You can use UTL_HTTP to access a site over the internet and retrieve an Xml document.
