When i save the date in format 'dd/mm/rrrr hh24:mi' from forms i get always 00:00 in database.
What can be a reason for it?

Define the field as being 'datetime', not just 'date'.

How to do that in Oracle SQL developer? DateTime is missing there ...

David referred to a field (Forms item) (which should be of a Datetime datatype), not table column (which should be of a Date datatype).

SQL Developer has nothing to do with Forms Builder, so you can't expect it to set datatype in a form. You can, of course, create a table using SQL Developer.

Use the 'alter SESSION SET nls_DATE_FORMAT'.
