I'm a New DBA, not having a minimum knowledge in procedures and functions. somebody please provide me good links or downloads for learning from basics to a good depth knowledge in procedures and functions..........

Quite possible.
At a couple of places I've worked, some of the DBAs had been developers and then crosstrained to DBA, and knew SQL and PlSql, and some of them had just trained as DBA and knew almost nothing about how to acutally use Oracle.
