In Order to assign the responsibilities to the buyer, i think u have to go to the UR HRMS Manager responsibility to get the assignment option and then assign the appropriate Group so that a Purchase Order can be created.

HI

I Hope you got to change an important Profile Option in US HRMS
HR: Display Position Hierarchy Set that to Yes. probably you will be able to see your assignment if you don't change this profile to Yes it will be Greyed out.
