Our production database is Oracle 9.2.0.4. Can I have its standby database on a machine having Oracle 9.2.0.1? OS is same and directory structure is same.

It is recommened by oracle to have same version, same patchset and same OS level in order to run standby database.

You may choose to have lower patchset and see how it runs.

Is it mandatory to shutdown the primary database and then copy the datafiles. Will hot backup of datafiles and 'alter database backup standby controlfile to .....' command work????

yes. Its mandatory to have primary down and backup files to create secondary. Hot backup will not work.

Sorry to say say against...

But I have done Physical Standby setup many times on Oracle 9i releases with Hot Backups...

Take the hot backups with archive logs....

Restore/recover them using the archive logs and the Standby is ready....

Thats good to know. I will followup on that and will find out why its not recommended or suggested by oracle.

Do we require to initially give "recover database" command or just start with "alter database recover managed standby .....' ??? and it will work
