hi,

Is there any way to read and write files with out using UTL_FILE package.

Why don't you want to use utl_file?

Who knows?
It's not as good as the 'How do I create tables without using the CREATE TABLE command'

You can (after a fashion) read files from the Db with External Tables or BFILES.

via ODBC you could write to an Excel file (not sure about this though. There are limits to ODBC and Excel). Another option might be a Java SP.
