Let's say I have the following:
DECLARE
    TYPE tab_type IS TABLE OF VARCHAR2(32000);
    v_tab tab_type := tab_type();
BEGIN
    FOR i IN 1..1000 LOOP
        v_tab.EXTEND;
        v_tab(v_tab.COUNT) := '0123456789';
    END LOOP;
...

Did I just tie up 32M or 10K of memory?

Take a look at 'session pga memory' before and after this block is run to see the exact number. Hint: It will be closer to your second number than the first.
