Scenario:

Table B is created.
Table A is dropped.
Table B is renamed as Table A.

Do users lose their access to Table A when it is dropped? Do the table grants need to be re-issued?

Does the index need to be rebuilt?

If you drop a table, all its associated grants and indexes will also dropped. So, you need to recreate the indexes and re-grant access.
