this will sound really daft but I have copied and run the create database script from an existing database and got a file which I hope to run on a new server. I have this create db script from metalink. however when I run this I get the message saying oracle is not available. anyone got any ideas on how to resolve this.

I have an ORACLE_HOME, and ORACLE SID and an ORACLE_BASE. when I connect to sqlplus '/ as sysdba' I connect to an idle instance.

What if you simply did this:
startup

I did and at the moment I dont have a control file

What CREATE DATABASE command are you talking about? The init.ora file would define the locations of the control files. Maybe the script you have does not have this?
