In sqlplus, we can issue command to turn on autocommit;
SQL> set autocommit on.

Is it possible to turn it on for the whole database
or for the user profile?

user profile doesn't have this feature.
But i have read an article about execution certain script after logon Oracle User(like .profile in unix). this feature might be useful for you. Hope this is helping.
