why do i keep getting no listner error?? plz help me how to solve this problem

your listener is not started.
go to command prompt or host prompt.
type

lsnrctl
the lsnrctl> prompt appears

lsnrctl> start
lsnrtctl> exit.
and now try to login to the database again.
