What version of 10g are you using?

Do you see any errors in the Windows Event Viewer?

Can you start the services now, while the server is already up, or do you also get an error? If so, resolve that error first.

Probably it isn't a problem with the service not starting when the server starts, but a problem with the service not starting at all.

Did you get any errors in your installation? Go back and check the logs of your installation to look for any error messages or problems.

Did these services ever successfully start automatically? If not, as smartin indicated, you may want to check your install logs.

If so, can you start the database and listener from the command line? If you can start these processes from the command line, I would recommend deleting the database service with ORADIM and deleting the listener entry from the registry and reboot. Once the server is rebooted, you can recreate the database service with ORADIM and recreate the listener service by starting the listener from the command line.

Where is the listener entry in the registry?

There are a few. I don't have a Windows machine in front of me to verify the exact path, but I believe you can find it in:

HKLM\SYSTEM\CurrentControlSet\Services\OracleOraHome92TNSListener
HKLM\SYSTEM\ControlSet001\Services\OracleOraHome92TNSListener
HKLM\SYSTEM\ControlSet003\Services\OracleOraHome92TNSListener

The OracleOraHome92TNSListener name may vary depending on your system.
