HOST is a forms built-in. It does not exist on the DB server.

Do you want to call an EXE on the client or on the server?

For calling os commands on the server, look at this thread on asktom.oracle.com.

Have you ever seen a server run anything on a client?
You will need some program running on the client that will actually run the thing. The server could give this client-program a hint as of what executable to run.
