I have to insert new rows into a table depending on two different field values. What I would like to do is read one line at a time from a comma-delimited file, assign the two fields to variables and based on these variables add my new row. Is this possible?

Yes you can do it
But I Think you have to use cursor b'coz would like to do is read one line at a time from a comma-delimited file
