hi,
what is the difference between oracle net configuration assistant and oracle net manager?

The both do a similar job, but the net configuration assistant is a wizard that steps you through the process of setting up listeners, tnsnames file and sqlnet.ora files, Net Manager simply opens up a window to allow you to configure the same files without the wizard.

I usually user Net Manager, but whatever your comfortable with..
