How to connect from another computer to Database server(for administration) via WEB ? [message #132633]

HI!!
when i try to connect to http://192.168.10.3:5500/em from another computer, the browser returns that Connection is failed, and that there is no route to host, but the host 192.168.10.3 is visible from 192.168.10.6, when I open the http://192.168.10.3 , the browser opens the page, but nothing concernant ORacle is opened.

what to do ? Which settings must I change to conenct from another computer to my database for administration ?
