error in logging with sqlplus [message #131430]

when I try to log in with sqlplus
the system return an error like "ORA-12546: TNS:permission denied"

with which login and password shall I log in ?

Enter user-name: artsx
Enter password:
ERROR:
ORA-12546: TNS:permission denied
##################################

shall I edit the file tnsnames.ora ?

Do you have OS permissions?
Try by logged in as oracle user.
and there should some relative entries in sqlnet.log, when this errors occurs. Post them.

HI !
When I try to connect via web, it return the folowing error: Database Error
Io exception: The Network Adapter could not establish the connection.

And this the error in the sqlnet.log file. See the error,

Is this a typo here in forum?
there is space between orac le

check whether the listener is running in server.
Or
You may be looking into the wrong listener!.
