On windows it is in the pfile folder
c:\oracle\admin\your_db\pfile\init.ora..

If not there then do a system search on init.ora.......

You have only chance to create this directory on the db server side.
Even if you will using network share both cases are bad for performance.

Which problem you try to solve?

The file is named init[ORACLE_SID].ora, so for example if ORACLE_SID is DEMO the file will be called initDEMO.ora (although there are other parameter files).

But you don't need to hunt for the file, because the parameter settings can be viewed in V$PARAMETER. In SQL*Plus you can use

show parameter utl_file_dir

assuming you have been granted privileges to view SYS.V_$PARAMETER.

But utl_file_dir is deprecated anyway from 9i. Instead you should be using directory objects (created with CREATE DIRECTORY, query ALL_DIRECTORIES). These just direct the database to an existing OS directory.

The DBA should be able help with either approach.
