No, bitmap indexes were added in 7.3.

Yes, almost every new feature (function based indexes, [b]bitmap indexes[/b], partitioning, etc etc etc) [b]added since version 7.3 of the database[/b] requires the use of the COST based optimizer.  The Rule based optimizer is not being enhanced to recognize these new features -- only the CBO.
