How do you figure out what the error messages coming from Oracle 9IAS mean (i.e. admn-906010)?
I can't find out anywhere. Is there a way to look it up from the server itself (like oerr command).

I don't know whether you sussed this out, but I just went through something similar.
Anyway, try
dcmctl geterror
to get an explanation of the error.
In my case, I'd used -restart instead of restart to a dcmctl command.
