Dear satyanarayana ,
No need to change the NLS date format. since DBMS_JOB has parse parameter, u can try it with
dbms_job.submit(myjob,'delete_row;',sysdate,'sysdate+15/1440',NULL);
Is your 'delete_row' is a stored procedure without any parameter ??
