>> ORA-19511: Error received from media manager layer
is a generic one and points that the issue is with the MML ( Media Management Layer).
Are you using veritas/netbackup or anything like that?
Please Post exact information.
The usual cause of this error is unavailablity of disk space ( check all the disk space for database and veritas/netbackup server/client logfiles etc )or client time out ( depends on the MML you use).

check the availability of disk space where netbackup writes log files.
if its is all set,
open the netbackup log file and look for any recent relevant messages.
look closely in rmanlogs and netbackup logs for any messages ralating to DBMS_BACKUP_RESTORE.RESTOREBACKUPPIECE

Hi

1. Is this a redirected refresh? If so you should check to make sure you have the following: /usr/openv/netbackup/db/altnames/No.Restrictions touch file.

NetBackup looks for authorization for redirect restores and the above touch file is important. Admin Guide is Veritas technote number 290216.
