i want a query to select all rows of employee table by creating procedure.

We don't do homework but we will help you to do it.
Post what you already and explain where you are stuck.
Also always post your Oracle version, with 4 decimals (query v$version), as often solution depends on it.

Before, Please read How to use [code] tags and make your code easier to read.
Indent the code, make sure that lines of code do not exceed 100 characters.

Also better explain what you want; what is the expected result?
From you post there is no expected result, just a procedure that selects a table (but does nothing about what it selects), then a simple CURSOR LOOP will do the trick.
