how to hide the remaining record in block and visible the current record.

You can't. You can hide items, you can't hide rows.
To get rid of rows you would have to actually remove them from the block by either using clear_record or by executing another query.

If you want to see only one record, why did you choose tabular layout?

Perhaps you could create yet another block which would have a form layout. Navigate to it from the current block; pass ID (or whichever column is used to uniquely distinguish records), use SET_BLOCK_PROPERTY with ONETIME_WHERE to fetch it to that single-record data block. That would be something like a "pop-up": use tabular form to view many records, pop-up a single one (perhaps even showing some additional data).
