how can i rotate an image in oracle forms 10 g or or oracle reports 10 g ??

Why not just rotate the original image and then attach it?

i need to display the same image without rotation in a trigger and rotate it in another trigger

Use 2 different pictures. If your trigger fires, then display only one of these and change the display on the other trigger. I don't know ORDImage.
