What work and what does not work?
Is Oracle installed (your first post) or not?
If Oracle db software does not work then there is no question about sending a mail from the db.
Please be clear in your question.
This is a complete mess.

GMAIL won't allow you to send SPAM through their Mail Server.
You must utilize a internal Mail Transfer Agent (MTA) configured to accept messages originating on the DB Server.
