Oracle Forms is an WYSIWYG IDE for PL/SQL and Java Code. It only supports 3tier arch with Oracle WebLogic. It's some type of legacy product.

As of Forms 11g (I guess this is the version you are talking about, regarding "WebLogic (server)"; previous version used "Application server" (IAS)), I believe that it is correct.
