Sounds like either
(1) your "lead" is in serious need of further education, or
(2) your "lead" was deliberately sending you on a snipe hunt.

Think about the mechanism of external tables. They are os files outside of the database. The "external table" is really just a sqlldr description of that file. The file itself can (and usually is) swapped out for a different file (different contents) on a regular basis. Oracle really does not know what is in the file. It simply reads it and delivers the results when queried.

Now, how would oracle maintain an index or enforce a constraint on such a file?

It is important that you understand why thing are as they are.
