Hi,

I want to verify failover testing is ON in my RAC server but without shutting down any node or killing any oracle processes.
Is there any way to confirm that failover is working without shutting down the nodes or killing any oracle processes ?

Its a RAC database with 3 node cluster.

You test failover by simulating failures! What type of failure are you worried about? Operating system panic - simulate by rebooting a node. Split brain - simulate by bringing down an interconnect network interface. And so on.
Your client will have had a reason for implementing RC. No-one spends that much time and money for fun. So go back to the client, ask why they did it, and test accordingly to demonstrate that the need has been met.
