As far as I can tell, you can't do that. Every client computer has to have Oracle Forms Client software installed in order to run Forms application, so you'd have to do that on all of those computers.

An alternative approach is to deploy your application to the web, but it seems that you don't want to do that either.

I don't know any other option, sorry.
