new to oralce, We have created a view in oralce database.

and grant select to public. Does this mean it can be used by any user to select from it?

Also in our build script, I see we have a file creating synonym, it seems every time we create a new custom view or function we need to add that in the file:

create or replace public synonym daily_attendance for ps.daily_attendance,

grant select on daily_attendance to public;

Why we need to do this? does the second grant select is the same as we did earlier?

Thanks,

Fortunately, some kind guys from Oracle already took an effort to describe the features which are provided in their database.
Books containing this kind of information are called documentation and they are available e.g. online on http://tahiti.oracle.com/

You should start with Concepts book.
For 11gR2 (it is always beneficial to state your Oracle version), the relevant chapter about synonyms is placed here: http://docs.oracle.com/cd/E11882_01/server.112/e40540/schemaob.htm#i5669
