SQL> conn sys as sysdba
Enter password: ***
Connected.
SQL> select status, database_status from v$instance;

STATUS DATABASE_STATUS
------------ -----------------
OPEN ACTIVE

SQL> select open_mode from v$database;

OPEN_MODE
----------
READ WRITE

SQL>
SQL> conn bu4602/bu4602@mseb
ERROR:
ORA-01033: ORACLE initialization or shutdown in progress


Warning: You are no longer connected to ORACLE.
SQL>

When log in with sys user. it is showing me status connected. but
when trying to log in with another user showing me error as above.
Please help..

Did SYS connect to the same (MSEB) database as user bu4602?

Could you copy/paste session which proves that? For example
sqlplus sys@mseb as sysdba

etc.

Sorry , cannot connect to the same (MSEB) database .

What happens when you do that from command prompt, i.e. run SQLPLUS command (which means not from SQL*Plus, as you did previously, using the CONNECT command)? This:
C:\> sqlplus sys@mseb as sysdba


Your first message suggests that everything is OK - database is open, active, in read write mode ... no idea why it wouldn't allow other users to connect by saying that initialization or shutdown are in progress.
