Let's say i want to check what session parameters is changed in the current session , something like v$parameter in sys schema.
There is NLS_SESSION_PARAMETERS view , but what about other parameters that are not nls_parameters.

v$parameter gives you the value of the parameters for your session.

thank you michel , i just logged on sys as sysdba and granted SELECT ON v_$parameter to scott and it worked

What worked? All it gave is user SCOTT can now query V$PARAMETER. This still doesn't let you find out what parameters SCOTT's session changed unless you copy, at login time, V$PARAMETER contents to some area, e.g. GTT so later you can join it to V$PARAMETER and see what's changed.
