i mean can i write a trigger to prevent shutdown in certain time
create or replace trigger trig1
before shutdown on database
begin
if to_char(sysdate,'hh24') <16 then
'WHAT IS THE RIGHT THING TO DO HERE??'
.....

You cannot prevent from a shutdown command (hopefully).
As BlackSwan said, the solution is in your organization not in Oracle.
