Would anyone tell me, why function keys are not working in forms9i?

Like whenever I press F7 for query or F8 to fetch records or F10 to save records they are not functioning, please update me.

Press <Ctrl + K> - key mappings window should open. In there, you'll see which keys perform functions you are interested in.

If you aren't satisfied with it, change key mappings. It is to be done in the .RES file. By default, it is the FMRWEB.RES, but you can create your own; just put the path to it into the FORMSWEB.CFG file:
term=C:\oracle_lib\my_key_mapping.res
Obviously, as Forms 9i are on web, you'll probably have to do that on both your PC (where you develop forms) as well as Application Server (which is used by end users).

Here's some more information: Enabling Key Mappings (Google for more).
