As we know, we can easily find out the locks which are currently active session.

Is any other way to find out locks on particular date and time using data dictionary?

For example,

we have to find whether TT_objects occured the lock or not on ON yesterday.

No way that I know off. And I can't imagine there being a way, since locks happen all the time and logging them all would generate huge amounts of data.

Only when there are DEADlocks, then an error "ORA-00060: Deadlock detected" is generated in the alert.log

There is one: you can dump the blocks, DML locks are in there.
