I am getting the following error.

i think i figured it out.
connection string was the problem it seems.
when i connect using the following connection string it works.
sqlplus sys/oracle@WIN-LRTU6C15D75:1521/duptest.WIN-LRTU6C15D75 as sysdba

Do not use SYSDBA remotely, use it locally.
