I bet if you read the simple help in TOAD you will know how to execute it.
As you are beginner I recommend you to use SQL*Plus. TOAD are for people that first master SQL.

Try with CONTROL+ENTER
select M_SAS.DISPLAY_DENT_NODE(value) from dual
