Have you read any of the relevant Oracle docs? Such as this -
http://docs.oracle.com/cd/E28271_01/core.1111/e10108/capacity.htm
It isn't easy. You need a lot of experience.

Hi,
Is it useful for Oracle DBA... is it our responsibility?

It depends on your organization.
Sometimes yes, sometimes no.
What is sure in DBA responsability is to raise an alert when the actual used space exceeds what the capacity planning expected.
