As you already have 9i and 10g (databases, I presume?) on your computer, why do you think that you need "Express" in order to practice PL/SQL?

What do you call "Express", anyway? Is it "Application Express" (a tool), or "Oracle 11g XE (Express Edition)" (a database)?

Yes, you can. I'd suggest SQL*Plus. It is a command-line tool (which means you'll type a lot, but - as a beginner, I believe that it *should* be your first choice). Later, when you learn how Oracle works, you could install a GUI tool. Oracle offers its (free) SQL Developer
