I am due for a new laptop at work in the next quarter, and would like to know what the recommended configuration is for someone doing Oracle development. Currently using MS SQL, but company recently purchased another that runs Oracle. Need justification to beef up the "standard" laptop purchased for employees. Operating system will be Windows 7. Any recommendations/pointers to online documentation appreciated.

The following link is for the 11g Release 2 preinstallation requirements for Windows 7. By default, when you get a laptop with Windows 7, it is the Home version. You will need to upgrade to at least Windows 7 Professional prior to installation. Also, if you are using Windows 7, I believe 11g Release 2 may be the only certified version. You will want Enterprise Edition if you want all of the features.

Things become outdated quickly and newer versions require more disk space, more ram, faster processor, and so forth, so I would get the most that you can get at a reasonable price of anything that may not be easy to upgrade at a later date. I previously had a laptop that ran Oracle 9i Enterprise Edition and 10g Express Edition, but was insufficient for 10g Enterprise Edition.

I bought my Hewlett-Packard laptop in July of 2010, upgraded to Windows 7 Professional, and installed Oracle 11g Release 2 Enterprise Edition. It has an AMD 2.5 GHz processor and 4 GB of RAM and I would consider those minimums. The amount of hard disk space that you need depends on what else you need on the computer and whether you plan to store a lot of data on the laptop or do most of your work over the internet. I have both Wi-Fi and Wireless Broadband through Verizon Wireless, but haven't upgraded to 4g yet.

If you need to work with RAC, try for 6G RAM.
Using VirtualBox, I have found that I can run a 10g or 11gR1 RAC on Windows with 4G RAM, but that an 11gR2 RAC needs 6G.
