You can first read Performances Tuning sticky
You can also have a look at Database Performance Tuning Guide.

It looks as though your database instance has not been configured at all. Who set it up? Do you have a database administrator?

[Update: your typo, "ruining oracle 9i", is very appropriate]

What course did you do? If it was with Oracle Uni, you should re-read Administration Workshop 2, chapter 8: Managing Memory. If it wasn't Oracle Uni, then there must have been a similar topic that dealt with the instance parameters that control SGA memory usage. There will also have been a section on PGA.
Really, you question is too big to deal with as a forum query.
Previous Topic: Table space with different block size inside same database
Next Topic: Query performance decreased between order by ASC/DESC
