I have to move a database from 10.2.0.4(solaris 9) to a 11.2.0.2(Solaris 10) . 11g shell database is ready .

Its a 400GB database. what would be easier approach .Any suggestions.

answer depends upon downtime/data availability requirements.
One approach would be to trash the "shell database" & do an RMAN backup from Solaris 9, restore onto Solaris 10 & invoke DBUA.

Your choice of method will be informed by several factors. For, example: you can use Data Pump, but unless you have Enterprise Edition licenses you can't use parallel processes, which will impact on downtime. Or you can use BS's method, which might be faster, but doesn't re-organize anything.
There are several other methods, each with advantages and disadvantages.

So as you can see, there are many methods to choose from. You must:

1) know the methods to choose from
2) know the pluses and minuses of each method
3) match the various methods to your requirements (database size, downtime tolerance, prep time, 
familiarity with each method, downgrade strategy if things go bad, synchronization strategy till cutover, etc.)
4) practice makes perfect

I just moved a 150GB database from 9i to 11g EXADATA2 using insert /*+ append */ select *... It took about 4 hours to do the basic data move. But this is not for everyone. For example:

1) how do I know I moved everything
2) did I get all the data
3) how did I handle characterset conversion between databases (CSSCAN is part of it)
4) lots of other questions

This method worked for me, but requires me to do lots of prep work before hand. I'd say I prepared for a week before actually doing it. And the application area I am doing this for will need about a week or maybe two to check it all out before they are satisified.

I am not suggesting you do what I did. Only pointing out the need to match your move strategy to your needs which implies of course that you have some idea of your needs.

I am working on 10g 2nd release almost 3 years
there are lot of issues/bugs in 10g which are fixed in 11g.

some of them are given below
1. performance issue
2. Registration with Windows 7
3. Reports problem when you will open through internet etc.

I have experience on both releases, it is best to use 11.0.0.2.0 atleast or greater.
