i don't quite get it. The part on 'and not the entire transaction'.

The first part have already mention it will rollback the ENTIRE statement.

Transaction != statement.

Maybe you should firstly get familiar with basic database terms. They are also described in Concepts book, available with other Oracle documentation e.g. online on http://tahiti.oracle.com/
